La Comisión Europea aporta esta definición de smart city:
A smart city is a place where traditional networks and services are made more efficient with the use of digital and telecommunication technologies for the benefit of its inhabitants and business. (Una smart city es un lugar donde las redes y los servicios tradicionales se hacen mas eficientes por medio del uso de tecnologías digitales y de telecomunicaciones, para el beneficio de sus habitantes y sus negocios.)
